Is it any wonder that when a fundamental human right is threatened, people rush to defend it more vigorously and make their voices heard? That’s exactly what’s happening as Washington residents rush for concealed carry licenses ahead of new law set to take effect in May 2027.
Faced with sweeping and highly restrictive gun control measures recently signed into law, law-abiding gun owners across Washington state are flooding the system with concealed pistol license (CPL) applications. The response has been overwhelming: nearly 7,000 new CPL applications have poured in within just two months, creating a surge that’s shaking up the state’s Department of Licensing.
The numbers are telling. As of last month, Washington reported 707,924 active concealed carry licenses—an increase from 705,691 in just a short span. But this isn’t just a random uptick. It’s a direct response to House Bill 1163, a new law signed by Governor Bob Ferguson (D) that has sent shockwaves through the firearm-owning community.
Permit to Purchase: The Latest Hurdle for Law-Abiding Citizens
House Bill 1163 ushers in a new and controversial “permit to purchase” framework, requiring residents to jump through multiple hoops before they can lawfully purchase a firearm. Once the law takes effect in May 2027, individuals in Washington will no longer be able to simply walk into a gun store, pass a background check, and make a legal purchase.
Instead, they’ll have to apply for a permit through the Washington State Patrol Firearms Background Check program. That includes submitting a complete set of fingerprints, completing a certified firearms safety training course, and turning in government-issued identification. It’s a process that’s already raising eyebrows—and blood pressure—among gun rights advocates.
Critics of the bill argue that it’s an unconstitutional infringement on the Second Amendment and merely another tactic by anti-gun lawmakers to discourage legal gun ownership. They point out that this measure does nothing to deter criminals—who, by definition, do not follow laws—but instead places undue burdens on responsible citizens.
And if that weren’t enough, applicants could be denied for a variety of vague or subjective reasons. Rejection criteria include everything from federal or state prohibitions, to current arrest warrants, to civil injunctions or court orders—even if those orders are not related to violent crimes.
In other words, unless Washingtonians comply with every detail and obtain government approval, they could be denied the right to protect themselves and their families.
Legal Challenges Expected as Advocacy Groups Push Back
Gun rights organizations are already gearing up for what’s expected to be a fierce legal battle. Several national and state-based advocacy groups are exploring lawsuits aimed at overturning or halting the enforcement of this law. The general consensus among them: this bill is not only burdensome but fundamentally unconstitutional.
The fight isn’t just about policy—it’s about principle. For millions of Americans, the right to bear arms isn’t just about sport or hunting. It’s about self-defense, liberty, and freedom from tyranny.
By forcing citizens to “ask permission” and undergo an invasive approval process just to purchase a firearm, the state government may have crossed a line. That’s why the rush for CPLs isn’t just about beating the deadline—it’s about taking a stand.
