ATF Announces Improvements to Process of Transporting NFA-Regulated Firearms

The fact that the National Firearms Act of 1934 (NFA) still exists in 2025 is a source of constant irritation for Second Amendment advocates. On the bright side, there is at least some relaxation of rules governing the transportation of firearms covered by the NFA.

On the day after Thanksgiving, the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) informed the Federal Register that it is modifying the regulation of interstate transportation of NFA weapons.

Changes are coming to the requirements for transporting NFA firearms

The agency underwent much-needed reforms this year, though it still has much left to fix. Now it will permanently digitize how gun owners notify federal officials when their registered machine guns and short-barreled rifles (SBRs) will be transported to another state.

Its goal is to streamline the process and save gun owners time and money while complying with the law.

“The changes to the form due to updated technology have decreased the time necessary to complete the form, which was previously 20 minutes (ten minutes were attributed to addressing and mailing) and has now decreased to ten minutes,” the ATF explained in its notice to the Federal Register. “In addition, respondents no longer incur mailing time and costs.”

This action continues the ATF push to become more user-friendly

The hated $200 tax stamp on SBRs and silencers was ditched this year. Still, most Second Amendment supporters realize that the anachronistic law remains in effect.

The post-holiday announcement followed an October ATF proposal for another change to ATF Form 5320.1 (Form 1, or the Application to Make and Register a Firearm).

With this update, the photo ID rules were expanded to include driver’s licenses, and the questions and process were streamlined. 

Another 1930s relic that is no more is the requirement that a Chief Law Enforcement Officer (CLEO) be notified. This had the potential to create a gun registry from the notifications, perhaps inadvertently.
