Like petulant children, many city leaders in 2026 resent being bound by the Second Amendment and, in many instances, by state law, from infringing on the right to keep and bear arms.
Kentucky features such a preemption that protects civil rights from devolving into a patchwork quilt of intractable restrictions. This irks politicians in its largest city, who want the ability to ram through a wave of oppressive gun control.
City leaders want the ability to overrule state protections of gun rights
Under the current law, Kentucky’s city and county political entities may not regulate “the manufacture, sale, purchase, taxation, ownership, possession, carrying, storage, or transportation of firearms, ammunition, components of firearms, components of ammunition, firearms accessories, or combination thereof.”
Rather comprehensive and self-explanatory.
Apparently, it is not clear enough for Louisville’s city leaders. Councilman Ken Herdon told reporters that in 2012, state lawmakers removed the local ability to regulate firearms, and he wants that power back.

“What this is doing is asking the General Assembly to give us permission, Jefferson County only, to be able to do our own gun laws, so we are not trying to mess with any of the other 119 counties,” Herdon claimed. “Because we are by far the largest city and we have special circumstances here that we need to address.”
The councilman revealed his plans should the Kentucky legislature approve the proposal.
“If we do get permission from the state, the first thing we will do is call Louisville Metro Police Department,” Herdon declared. “They are the experts. They can tell us what specific gun laws do work well, and then we will pursue that.”
Of course, there was no mention of Second Amendment guarantees or the arbitrary stripping away of gun rights for Louisville residents. That would be too close to the truth.
