Gun buyback programs have gained popularity in recent years, with some municipalities highlighting their efforts to enhance public safety. However, it must be noted that there is no credible evidence that paying for someone’s scrap weapon does anything to reduce violent crime.
Chicago is one such city, but now it faces a novel lawsuit. The National Rifle Association (NRA) reported that Twanda Willingham is suing the Windy City after being shot by a firearm that was handed in at one such event.
On its website, Chicago PD claimed that “all guns are destroyed and never returned to the streets.” At least in this one instance, that was not the case.
Plaintiff was shot by weapon supposedly taken off the streets
According to the NRA, the weapon in question was a Glock 21 .45 caliber handgun. It was turned in at a buyback event in December 2023, but that only initiated a series of curious events.
The plaintiff asserts that the pistol disappeared on the way to the police station, and investigators determined that the tag attached to the Glock was placed on a different firearm and then later found in the trash.

If this was not fishy enough, the officer identified on police records as possessing the weapon was killed during a pursuit by what is believed to have been friendly fire.
No charges were filed, though one officer received a 24-hour suspension for “failure to adequately secure and care for department property.” As for the weapon, it somehow found its way into the hands of the criminal who shot Miss Willingham.
Not only that, but it was also involved in two other Chicago shootings and was then found in the possession of a 16-year-old male. Hardly the outcome that Windy City officials proclaimed when they announced their plan to enhance public safety by buying random firearms.
