The Colorado House took yet another swipe at Second Amendment rights over the weekend when lawmakers passed three more gun control bills. These actions continued the recent attack on law-abiding citizens by a legislature that is bent on rolling back the Bill of Rights.

One of the measures is deemed a “backdoor gun tax” by critics, the liability insurance mandate. The second is far more direct — an 11% excise tax, and for good measure the House moved to establish a state permitting system for FFLs.

The liability insurance requirement would mean gun owners must purchase coverage to pay for damages from someone hurt in an accidental shooting.

Not abiding by this law would result in a $500 fine for the first offense which increases to $1,000 for the second.

The Denver Gazette in February published a scathing editorial blasting the proposal. “That’s right, the same ‘justice reform’-obsessed lawmakers who had to be publicly shamed into cracking down on auto theft last year after previously reducing it to a misdemeanor — have no problem socking it to lawful gun owners.”

There are no exceptions included for a weapon that is locked in the owner’s home. Insurance must be denied at least twice or proof provided that the gun owner cannot afford insurance for an exception to be granted. 

Then there’s the overt penalty on gun and ammunition purchasers. The 11% state levy is on top of the federal 11% tax through the Pittman-Robertson Act as well as other taxes.

Along with taxes on exercising constitutional rights comes the new state-level permitting system for FFLs.  This will simply create another level of bureaucracy that already burdened gun shops must face.

Other bills in the Colorado pipeline include new requirements for gun storage in vehicles and increasing the training mandate to secure a concealed carry permit.

The three bills that passed through the House will now be assigned to a Senate policy committee.
