Young Iowans secured a significant victory Friday when Gov. Kim Reynolds (R) signed a bill into law protecting their Second Amendment rights.

House File 924 guarantees the freedom of adults under the age of 21 to own and carry handguns, a major step forward for civil liberties in the Hawkeye State.

Rep. Steve Holt (R) was the driving force behind the new law, and he based his actions on lessons he learned firsthand. 

Holt told reporters that his experience of joining the Marines and graduating from boot camp at 18 convinced him of the need to preserve gun rights for law-abiding young adults across the nation.

The state lawmaker explained, “So the idea that an 18-year-old, a 19-year-old, a 20-year-old, doesn’t have a right to own a firearm in protection of their families—which is really what the Second Amendment is about, right?”

The new law, which takes effect July 1, was opposed by state Sen. Art Staed (D). He claimed that lives would be lost and urged his colleagues to “keep this commonsense safeguard in Iowa in place.”

State residents may already purchase long guns when they reach their 18th birthday. 

The Iowa statute continues nationwide momentum toward recognizing these fundamental constitutional rights for young adults. This age group may enlist in the military and carry arms in defense of the nation, start a family, enter binding contracts, vote, and perform numerous other functions that upstanding adults do every day.

The law also strengthens penalties for anyone who provides a handgun to a person under 18. Adults may be found liable for damages caused by a child 14 or younger to whom they provided a handgun or ammunition.

There is a carveout for parents or guardians who are 18 or older to permit a minor under 18 to receive lessons from an instructor, provided they are under direct supervision.
