The handwriting was on the wall for the Los Angeles County Sheriff’s Department (LASD), and last week officials settled a lawsuit brought by the Second Amendment Foundation (SAF), Gun Owners of America (GOA), the California Rifle and Pistol Association, and other Second Amendment advocacy groups.
For years, county officials erected every possible obstacle between law-abiding citizens and obtaining a concealed carry weapon permit.
Even with California’s 120-day limit on processing CCW applications, good people faced possible years of stalling.
Officials systematically ignored state law in slow-walking permit applications
On Thursday, claims in California Rifle and Pistol Association v. LASD were resolved as officials addressed ridiculous wait times, prohibitions on non-residents acquiring concealed carry permits, and the oftentimes overwhelming cost for complying with state law.
The SAF lauded the victory over the Golden State’s notorious gun control regime as the first in the nation to confirm that gun rights do not magically disappear when a person crosses a state line.
The U.S. Department of Justice (DOJ) also applied pressure to California lawmakers over the indefensible delays with a separate lawsuit.

SAF Director of Legal Research and Education Kostas Moros noted that the plaintiffs accepted a herculean task when they challenged the state’s gun control apparatus.
“While we settled the remaining claims against LASD once they demonstrated compliance with the statutory guidelines, the broader impact of the litigation is clear,” Moros declared. “California residents and nonresidents alike now have more Second Amendment freedoms thanks to the diligent work of SAF and its partners. We will continue monitoring to ensure these gains are not rolled back.”
A good idea, since the concept of “compliance” often appears to mean something entirely different for California than for most of its colleagues.
The Los Angeles County Claims Board must approve the settlement.
