While the Tar Heel State keeps dragging its feet as lawmakers debate the merits of the Second Amendment, there’s suddenly a new contender to become the 30th constitutional carry state in the Union.
Senate Bill 357 cleared the Pennsylvania Senate Judiciary Committee last week as the push to join the majority of its colleagues advanced. A full floor vote is expected soon on allowing the state’s gun owning population to carry a concealed firearm without acquiring a License to Carry Firearms (LTCF) and paying the mandatory fee.
2A advocates have long pushed to remove this hurdle, which is certainly unique among the freedoms guaranteed in the Bill of Rights.
Taxing the freedoms of speech or religion would not be tolerated
Gun Owners of America (GOA) struck back at the legality of imposing a tax on an enumerated constitutional right.
“For too long, the anti-gun elite in Harrisburg have forced law-abiding gun owners to pay a ‘permission tax’ just to exercise their right to defend themselves, and it is a clear infringement on our constitutionally protected rights,” the organization declared. “Currently, 29 states have already embraced permitless carry and have seen their citizens become safer and freer. It is time for Pennsylvania to join its ranks by passing SB 357 without delay.”

Pennsylvania Gun Rights echoed the GOA’s position. “With 29 states already recognizing constitutional carry as [the] law of the land, it’s long past time for Pennsylvania to become the 30th constitutional carry state.”
Multiple states confirmed this fundamental right in recent years, and momentum has increased since the Supreme Court’s 2022 Bruen decision. That push, however, has recently stalled.
North Carolina is also poised to join the club, and the Legislature sent a bill to the governor’s desk to do just that. He vetoed, and House members continue to struggle to piece together enough votes to override it.
