Rhode Island Lawmakers Propose Yet More Firearm Restrictions

Rhode Island’s anti-gunners pushed proposals in recent days that not only erect new and unnecessary barriers between law-abiding citizens and their Second Amendment rights, but they could also automatically convert some residents into criminals.

First, H 7755 would require potential gun purchasers to obtain a “Firearm Safety Training Certificate” from the state. According to the bill’s wording, residents must “present to the person selling the firearm a valid firearm safety training certificate issued by the office of the attorney general.”

A cabal of gun rights opponents proposed this latest potential infringement.

Then there’s the insidious H 8073. This follows a recent trend in anti-gun enclaves to ban popular sporting rifles and other semi-automatic weapons, mainly for cosmetic purposes.

Under the existing law enacted last year, Rhode Island residents are already banned from possessing certain military-style firearms. The kicker, however, is that the present law grandfathered in owners of these weapons when it was enacted.

In other words, perfectly legal guns would be banned, and their owners subject to up to 10 years in prison, fines as much as $10,000, and seizure of the “prohibited firearm.”

Owners currently may lawfully sell these ubiquitous weapons to federally licensed firearm dealers or transfer them to people outside of Rhode Island, where they are not banned.

If H 8073 becomes law, possession of many common firearms would be illegal. Owners would then be forced to transfer them out of state or sell them in a manner approved by the Rhode Island government. 

The lengthy list includes most semi-automatic rifles in circulation. It also covers handguns with detachable magazines, threaded barrels, and other popular features. 

Both bills are in the House Judiciary Committee.
