Silencer Deregulation Added to House Budget Bill

Gun rights advocates have long argued that silencers should not be subject to special taxes and federal regulations. On Thursday morning, this wish took a significant step toward becoming reality when the House passed the latest budget bill.

The massive measure included a provision to enhance the right to equip a firearm with a noise protection device.

These hearing protection accessories must be registered and face a special tax

Under current statutes, anyone wanting to use these accessories to protect their hearing must pay a $200 tax. The National Firearms Act of 1934 (NFA) requires this.

Further, the buyer must register their suppressor with the federal government, opening yet another avenue for a national database of firearms, ammunition, and accessories.

Over four million of these devices are currently registered with the NFA.

It’s a welcome breakthrough for more widespread use of hearing protection devices

This week’s advance of the noise suppressor bill is the first time such legislation has cleared the House despite years of effort. Its Senate prospects are unknown.

One of the bill’s most vocal supporters, Rep. Andrew Clyde (R-GA), celebrated the win. “This is a massive 2A victory—one that takes important steps toward restoring our constitutional freedoms.”

Besides his Legislative Branch duties, Clyde is also a gun store owner.

Thanks to Hollywood, there is a widespread fallacy that silencers make gunshots virtually inaudible, but this is far from the truth. The typical firearm discharge creates a sound averaging 150-170 decibels, and utilizing a noise suppressor reduces the sound level by an average of 20-35 decibels. 

American Suppressor Association President and Executive Director Knox Williams explained to the New York Post that this noise reduction is of great benefit.

“There is a common misconception that suppressors can actually eliminate the noise of a gunshot, and that could not be further from the truth,” Williams declared. “In reality, suppressors do reduce the noise of a gunshot to safer levels, but they are still incredibly loud.”

So loud, in fact, Williams warned that silencers without additional ear protection “will cause permanent hearing damage.”
