Louisiana is primed to become the 28th U.S. state to enshrine its respect for the Second Amendment and allow permitless carry by law-abiding citizens. The stage was set when the House of Representatives approved Senate Bill 1 last week.

Lawful gun owners 18 and older are poised to no longer need the government’s permission to exercise rights guaranteed by the Constitution.

And it was not even close.

By an overwhelming 75-28 margin, the expansion of gun rights was sent to the governor’s desk for his signature. That is a foregone conclusion due to Gov. Jeff Landry (R) emphatically expressing his support for Louisiana to become a constitutional carry state.

During his successful campaign for the governor’s mansion, Landry noted that removing the requirement to go to the government for permission to bear arms is in line with the Constitution.

The state currently requires payment for a government permit, to be fingerprinted and taking a weapons training course.

In an area with a strong Second Amendment heritage such as Louisiana, it would seem to be a foregone conclusion that this right would be guaranteed. But it was not.

Previous efforts stumbled, including in 2021 when the will of the Legislature was thwarted by then-Gov. John Bel Edwards’ (D) veto pen. There were also internal disagreements that derailed permitless carry.

The bill’s primary sponsor was Sen. Blake Miguez (R), who called the freedom to carry a “God-given natural right.” He expressed his belief that constitutional carry will enhance self-defense capabilities of Louisiana citizens and thus reduce crime.

That was not the opinion of several New Orleans political leaders. Mayor LaToya Cantrell argued that such a move would increase her city’s already skyrocketing crime rate, though studies do not show a correlation between constitutional carry and increasing violence.
