There is good news for West Virginia’s young adults as the state joined many of its colleagues this week in expanding Second Amendment rights to include this age group.
On Thursday, Gov. Patrick Morrisey signed HB 4106, which extended the state’s constitutional carry law to allow 18-20-year-olds to carry concealed weapons without governmental permission. The Senate and House stamped their approval on the proposal earlier this year.
Young adults in West Virginia will enjoy full constitutional carry rights
Young adults who are not otherwise barred from possessing firearms will be able to concealed carry without a license. Currently, these citizens can only apply for a provisional permit, and open carry is lawful.
Restrictions will remain in place for those with felony convictions, certain domestic violence issues, alcohol or drug problems, or mental health concerns.
Law-abiding West Virginia residents may still obtain a concealed carry license to enjoy reciprocity with other states.

Meanwhile, gun rights proponents had to fight off a challenge from one of their colleagues who tried to neuter the bill.
House Minority Leader Del. Sean Hornbuckle (D) attempted to push through an amendment on Monday that would have gutted HB 4106. Under his proposed addition, only young adults serving in the Armed Forces or the National Guard, and those serving in law enforcement, would enjoy constitutional carry rights.
This amendment was shot down, and while Del. Dave Foggin (R) agreed that training is fine, he drew the line at telling young adults in danger that they must wait before they can fully defend themselves.
“The training is great; my kids went through the training. I agree with you. Training is wonderful,” Foggin declared. “But what if you don’t have time to get the training? What if you don’t have that opportunity? Then you’re in violation.”
