The Firearms Policy Coalition (FPC) recently released a fascinating look at how U.S. states comply with the Second Amendment.
This scorecard, the 2026 FPC State Freedom Index, ranked only New Hampshire and Kansas with perfect 100% marks for their upstanding service in defending the Constitution.
However, there is always room for improvement, even among the best.
NH lawmakers have the chance to stand for the Second Amendment
Last week, a bill to ban New Hampshire’s public colleges and universities from prohibiting firearms on campus cleared the state House. Sponsored by state Rep. Sam Farrington (R), HB 1793 would firmly establish campus carry in a state that is already part of the constitutional carry club.
“New Hampshire is a constitutional carry state, which means you do not need a permission slip to exercise your right to bear arms,” Farrington told local media. “College students can fight in a war, they can vote, so they should be entitled to their Second Amendment rights as well.”
Campus carry has NOT led to an increase in violent incidents
There were 11 states that featured constitutional carry, but Colorado’s controversial anti-gun regime struck down that state’s provision two years ago.
Of course, 2A opponents always argue that protecting gun rights the way the Founding Fathers intended will resurrect the Wild West and lead to carnage in the streets. Only, that’s simply not true.
These states that respect the freedoms of young adults did not see even a small uptick in gun-related incidents on campus. Farrington noted that “we’ve seen no increase in accidental shootings, suicides, drunken fights; it just hasn’t happened in these other states.”
HB 1793 now advances to the New Hampshire Senate, where one member has already voiced his opposition.
State Sen. Bill Gannon (R) said he was “scared” that firearms would now be present in college dormitories. Despite advancing this argument ahead of the bill’s consideration in the upper chamber, he could not or did not cite one violent gun-related incident in a state with campus carry.
