A week almost never passes without anti-gun forces in a U.S. state unveiling a new proposal to circumvent the Second Amendment and further restrict the right to keep and bear arms.

This time the culprit is Delaware.

The mostly party line vote in the House on Thursday passed along a measure to mandate that anyone who purchases a handgun be fingerprinted, get permission from the state government and undergo training.

Delaware is already embroiled in a legal showdown over its gun restrictions. Later in March, a federal appeals court will hear arguments on the state’s ten-year-old law requiring a permit to purchase a handgun. This statue was declared unconstitutional by a three-judge panel in November, leading to the approaching appeal.

Interestingly, Delaware’s permit requirement went into effect in 2013. In every year but one, 2014, the number of annual murders exceeded the total when the new law was implemented.

Specifically, Senate Bill 2 would force law-abiding state residents to obtain a “handgun qualified purchaser permit” to buy or receive a handgun. An exception is built in for carry permit holders. 

At the potential purchaser’s own expense, they must submit to fingerprinting and take an approved training course. The permits are required to be renewed every two years, with the training remaining valid for five years.

The State Bureau of Identification may take up to 30 days to issue a permit, creating yet another delay to being legally armed.

And, as the National Rifle Association noted, this action would result in a registry of all legal handgun transfers. This is a major goal of anti-gun forces and would be quite useful in future, more extreme actions.

After passing through the House, the bill returns to the Senate this week with four new amendments. It is expected to receive a floor vote and, if approved, head to the governor’s desk for signature.
