New Orleans officials were already enchanted with the notion of fighting back against the state’s newly minted constitutional carry law. They immediately discussed blocking off the famous French Quarter from even concealed carry permit holders.

Now, Police Superintendent Anne Kirkpatrick endorsed a dramatic increase in so-called “gun-free” zones within the tourist destination. This would bar legal carry of firearms from a wider assortment of locales.

In a pattern witnessed in other states that adopted constitutional carry, city leaders want to push back against rights just granted to its law-abiding citizens.

Kirkpatrick attempted to provide her reasoning for the proposal. “New Orleans is unique. And this is not a one-size-fits-all bill. And so, what would apply and may be perfectly acceptable in a different part of the state of Louisiana, it’s not going to be effective for the entire city of New Orleans.”

She added, “Too much gun violence as it is in the city. We’ve made great strides. This will reverse the strides.”

Of course, Kirkpatrick never explained how denying the right to armed self-defense will benefit upstanding citizens.

Kirkpatrick went on to describe in detail the wide expanse of the city where she wants Second Amendment rights to be partially eradicated. It spread far beyond the French Quarter, covering the warehouse and entertainment areas, the Convention Center and the Superdome.

She criticized the constitutional carry law, which swept through the Louisiana legislature before being signed by Gov. Jeff Landry (R), as being vague. Kirkpatrick claimed that it could permit concealing a rifle, though that would be nearly impossible to pull off.

The proposal is House Bill 498, which would deem any place classified as a “major entertainment district” as a “firearm-free zone.”

This type of legislation is a regular occurrence after the Supreme Court’s landmark Bruen decision and the flurry of states enacting constitutional carry statutes. It will very likely fail to gain traction in the legislature.
