Wyoming’s push to greatly enhance Second Amendment rights enjoyed by law-abiding citizens received a tremendous boost last week. The bill to repeal gun-free zones, including schools and government functions, cleared both legislative chambers and heads to Gov. Mark Gordon (R) for his signature.

If he does not veto it within three days, the landmark measure becomes law. Gordon has not addressed the bill publicly.

The proposal cleared the state Senate by a wide 22-8 margin Thursday. Debate centered on worries about permitting carry in currently banned locations, but supporters of the change won the day.

State Sen. Anthony Bouchard (R) noted that concealed carry is already a fixture in Wyoming culture. “If people were afraid they wouldn’t go in all the stores around us. They wouldn’t go into any businesses around us. They would have to roll up the towns and close Wyoming down.”

State lawmakers instituted constitutional carry rights for concealed weapons in 2021.

Primary sponsor Rep. Jeremy Haroldson (R) told reporters that he received his concealed carry permit the day he turned 21. That was when he discovered there were many public spaces where carrying a firearm was not permitted.

This led to action when he became involved in state politics.

“Four years ago, when I first ran, one of the things I ran on was the elimination of gun-free zones…It’s just a fundamental right. Are gun-free zones truly acceptable under our Second Amendment?”

The new bill still prohibits open carry in schools and government meetings, and K-12 students are not allowed to possess weapons at school. Bans would remain in place for jails, police stations, courts and hospitals.

Private property owners retain the right to ban weapon possession if they choose. 

Multiple Wyoming school districts already allow school officials to be armed to defend students from a potential violent attack. This was first permitted in the state in 2017.
